This NHS Building Project has been evolving over a long period of time, through many events and milestones.  It has been well planned.  Below are some past dates that have lead up to the proposal to the town.

Current Timeline

Through June 2011

  1. Feasibility Study and Design Options developed - completed

  2. Committee reviews, submits and discusses options with MSBA for preferred solution - completed

  3. MSBA accepts or rejects preferred design - March 30th - completed, MSBA accepted

  4. Preferred Schematic Design plans developed and presented to MSBA - completed

  5. Public presentations and discussions - completed

  6. Prepare for Town Meeting vote - completed

  7. Town Meeting Vote (June 6th) - completed

  8. MSBA votes on project scope and budget agreement - completed

  9. Debt Exclusion Override Ballot Vote (June 11th) - - completed

Detailed Past and Expected Future Timeline
 

Winter/Spring 2006, Needs Survey collected by MSBA on all Norton Schools to establish baseline facility data and to record general conditions of buildings

Four-year moratorium on State Grant Construction Project Reimbursements ended on July 1, 2007.

October 2007 submitted first Statement of Interest (SOI) to Massachusetts School Building Authority (MSBA) to address: prevention of short-term enrollment growth; existing overcrowding; prevention of loss of accreditation; replacement, renovation, modernization of the heating system to increase energy conservation and decrease energy-related costs; and replacement of or addition to obsolete buildings in order to provide for a full range of programs consistent with state and approved local requirements.

November 2007, MSBA sent a team of experts to NPS to conduct a Facilities & Maintenance Assessment for the purpose of updating previously collected information on all schools in the district, and to assess the districts’ maintenance programs.

December 12, 2007 received letter from MSBA placing Norton High on "Hold" category, after receipt of SOI  

February 21, 2008 submitted additional information to MSBA relative to areas in SOI

November 11, 2008 submitted detailed second Statement of Interest (SOI) to MSBA

September 30, 2009, received notice from MSBA that the NHS project had been moved to the Feasibility Stage. This Stage involves the MSBA & school district collaborating to explore potential solutions to the problems identified in the Statement of Interest.

October 14, 2009, a conference call with the MSBA was held relative to the Feasibility Stage process

November 4, 2010 district submitted additional data to the MSBA; Capital Improvement expenditures; Mt. Vernon Architectural Study of NHS

On January 11, 2010 Jim Purcell, Tom Golota and Dr. Ansay signed the Initial Compliance Certification for submission to the MSBA, stating that we will comply with all appropriate state regulations regarding MSBA rules, policies, and procedures

January 13, 2010 Norton High School Building Committee, per MSBA’s membership guidelines, was approved by the MSBA

February 9, 2010, several School Building Committee members attended meeting with MSBA in Boston to discuss; future estimated enrollment of NHS; scope of NHS project. The MSBA projects a 700-student high school for Norton.

February 10, 2010 submitted requested additional data to the MSBS related to future enrollment

March 9, 2010 NHS Building committee members met to vote up to $800,000 for Feasibility Study costs

March 10, 2010 Building committee members met with an architect for estimated cost of NHS Feasibility Study

March 12, 2010 received Feasibility Study cost estimate of $577, 450 from architect

March 15, 2010 received Enrollment Projection (700 students) and agreement from MSBA for Town & School signatures

March 15,2010 representatives of the NHS Building committee meeting with Finance Committee to discuss the project

March 23, 2010 NHS Building Committee met to re-vote Feasibility cost to $600,000, due to additional information from architect

April 27, 2010 NHS public tour

April 28, 2010 Joint meeting with FinCom, BOS, and SC

May, 2010, Building committee to issue Request for Services (RFS) for Owner’s Project Manager (OPM)

May, 2010 Building Committee with assistance from OPM, to issue RFS for Designer Services

June 7, 2010 Town Meeting to vote on article to approve up to $600,000 for Feasibility Stage

June 2010 Town to sign agreement with MSBA

June 2010, after receipt of funding at Town Meeting, begin a process to get through the OPM (first) then Architect (second) "Selection Procedures" with MSBA. There is the possibility of beginning the selection process for the OPM prior to funding approval at Town meeting, as long as a contract is not signed. This would put Norton ahead several months and be more in line to take some advantage of current low construction costs

October 2010, begin 18 to 20 week NHS Feasibility Study and Schematic Design Process. This timeframe could be moved up if the RFS’s in the previous bullet are accelerated.

February 2011, study multiple options as a means to come up with a plan that meets all of our needs for NHS in the most cost effective and educationally appropriate solution to the facility.

March 2011, MSBA Board Mtg on feasibility and preferred option/conceptual design

May 2011, MSBA Board Mtg on schematic design of preferred option

June 2011 Town meeting and ballot vote to appropriate construction funding
Both Town Meeting Appropriation and Debt Exclusion vote approved

July - Dec 2011 Design Development phase

Jan - May 2012 Construction bidding and awards

June 2012 - Construction begins

2010 (April 28th) Presentation and discussion of the Feasibility Phase with the Finance Committee, Selectmen, School Committee, and Building Committee.

2010 (March 22nd) The School Building Committee voted to request up to $600,000 for a Feasibility Study and Schematic Design, to be included on the annual Town Meeting warrant

2010 (Jan)  High School Building Committee formed

2009 (Sept) The MSBA voted to move Norton to the Feasibility phase

2007-2009  Norton submitted annual Statement of Interest to the state School Building Authority to ask for their consideration in supporting a High School building project.  The SOI was endorsed by the Board of Selectmen and School Committee for three consecutive years

2007 (July) State MSBA formed and began accepting new projects

bullet

2003-2009  The School Department, with Town Meeting approved capital funding, performed some immediately needed repairs on the HS.  These included replacing:  univent heaters,  hallway lockers,  some floor and ceiling tiles, gym bleachers, air circulators in the gym area, cafeteria furniture, connecting the Library A/C, exterior doors, PA/phone system, and general  painting.
